The Program Council is formed by the Location Managers, the SP coordinators, the General Applied R&D Manager, the Fundamental Research Manager, the Region Coordinators, and the Program Director.

The Program Director is the Chair of the Program Council.

This council meets two times annually and prepares and integrates the Program Plan and makes adjustments when necessary. The Program Council will also provide an annual report on the research activities, progress and accomplishments to the Executive Board and General Assembly
